PANews 9月19日消息，Jito Labs首席运营官兼首席法务官Rebecca Rettig在a16z crypto刊文指出，部分银行误以为必须使用需许可网络才能满足《银行保密法》和制裁法律要求，但实际上金融机构可在无需许可的区块链上合规运营。文章称，相关法律要求的是与风险相称的合理控制，而非零风险或掌控底层基础设施。2025年11月美国货币监理署已确认银行可在区块链上支付网络费用并持有相关加密资产。文章还指出，零知识证明、保密转账等技术可让机构在不披露客户头寸的情况下向监管者证明合规。文章认为，这与美国近期通过的GENIUS法案一致，即将反洗钱和制裁控制置于应用层。
